1. Call to Order - Chair Chamberlin called the meeting to order at 7:04 p.m.

3. Communications and Reports
a) Report of Chair
Chair John Chamberlin announced that the next Board meeting was scheduled for October 19, 7:00 p.m. in the Ray School Multi-room.
b) Reports of Administrators
Assistant Superintendent for Business Report – Assistant Superintendent John Aubin discussed the budget meeting calendar. The Richmond Advisory Committee and COI meeting dates would also be added to the calendar once those dates are determined.
Principal’s Report – Ray School Principal Bruce Williams reviewed his written report which was included in the Board packet. He mentioned the bus challenges associated with the new Richmond Middle School building and increased ridership. He thanked the PTO monitors who have been very helpful in addressing the bus. He reported that Hurricane Katrina response called, “Project Backpack,” is being considered and a key issue involves funding for shipping backpacks filled with school supplies. Ray School enrollment is 502, which is 18 students above projections.
4. Business Requiring Discussion
Policy Review Plan
Superintendent Gersen discussed his memo regarding the Board policies that were provided by the NHSBA in response to changes in the NH Board of Education’s revisions to the Minimum Standards for school approval. He noted that he had batched the new policies in three groups: required, recommended and optional. The Board suggested that the staff compare existing policies with the new ones and draft policies in all categories for the Board to review.
Expansion of Bus Routes
The Board heard reports from John Aubin and Bruce Williams regarding the challenges presented by increased bus ridership and the new Richmond Middle School location. John Aubin indicated that longer bus rides and some late arrivals are a result of these problems. He expressed a need for 1-3 additional busses to alleviate the situation, noting that each additional bus cost $29,000. Board members urged a comprehensive review to optimize the number of busses and the routes that are presently used. The Board was pleased that more families are choosing to use the busses and they authorized the staff to determine how many busses and route changes were needed to address the situation.
5. Business Requiring Action
The Board discussed the Finance Committee suggestions on the Budget Guidelines for 2006-07 and felt that the Committee’s suggestions were not in the spirit of the Board’s intention to encourage innovation.
Larry Pilchman moved and Matt Slaughter seconded a motion to approve the 2006-07 Hanover Budget Guidelines as proposed and attached to the original meeting minutes packet. The motion passed unanimously.
Nancy Carter moved and Matt Slaughter seconded a motion to approve the 2005-06 Educational Goals as proposed and attached to the original meeting minutes packet. The motion passed unanimously.
The Superintendent placed in nomination Gilda Dunn as a .5 Special Education teacher.
Matt Slaughter moved and Chip Fleischer seconded a motion to elect Gilda Dunn as a .5 Special Education teacher at track 4, step 14, salary $32,664, for the 2005-2006 school year. The motion passed unanimously.
6. Non-Public Session
The Board voted to enter non-public session with a roll call at 8:20 p.m.
Nancy Carter moved and Larry Pilchman seconded a motion to enter nonpublic session in accordance with RSA 91-A:3 (l.) for discussion of a student matter and RSA 91-A:3 (ll.a) for discussion of personnel matters. The motion passed unanimously.
The Board re-entered public session at 9:10 p.m.

Nancy Carter moved and Larry Pilchman seconded a motion to adjourn at 9:10 p.m. The motion passed unanimously.
